What I believe is content has more power but they are getting benefits or whatsoever from both companies. But as per SEO horror, if something will go off with both agencies, the website will suffer.
Now if a content goes up after change, he says his imhouse effort and only with content. Both companies or single company is not working.

At the end of the day, if any of the agency suggests something he ask chat GPT for verification. And sometime no one verifies.

Both of the agencies suggest different or same on page factors probably and he gets them fixed by his own in house team.
Listening to one agency and bashing agency 2 and then vice versa.
Whom to follow for SEO?

With agency 1, he got all SEO knowledge of the time and now he says what else without following SEO rule.
A website owner hires two SEO agencies and follow the instructions of both while his inhouse writer writes SEO content which lets say agency 1 suggested him.

There's more than 1 way to do SEO but they shouldn't necessarily be done simultaneously. One or both of those agencies could have a solid strategy but with 2 agencies working with the same client, they are likely interfering with each other's efforts.
I would never even accept a client if they had another agency involved.
